CHOC Community Impact
CHOC Community Impact champions an equity-first, community-centered approach that empowers youth and families, strengthens neighborhoods, and builds collaborative partnerships to improve quality of life for very low- to moderate-income households. Every program is shaped by the needs and voices of residents in CHOC’s affordable housing communities.
CHOC Impact supports residents in building long-term stability, improving quality of life, and meeting property residency requirements through accessible, relevant services. Programs begin with a comprehensive Health and Community Assessment that evaluates local needs in employment, financial management, social services, education, engagement, recreation, and crisis support.
These insights inform tailored, on-site programs that reflect resident interests and urgent community needs—creating a responsive, holistic service model that helps families thrive and strengthens every CHOC community.
Community Impact Programs
CHOC Community Impact supports residents across all life stages through integrated, community-driven services that strengthen stability and opportunity.
● Working families receive support through expert-led programs focused on health education, parenting, substance abuse prevention, tax assistance, financial literacy, and family wellness.
● Resident youth benefit from structured after-school enrichment emphasizing academic support, computer skills, communication, and confidence-building activities.
● Seniors receive personalized, dignified assistance navigating financial counseling, food access, health and wellness, transportation, employment resources, mental health, emergency planning, and healthcare access.
● CHOC residents also benefit from on-site food banks, clothing exchanges, summer meal programs, résumé workshops, and job referrals—delivered through strong partnerships with local service providers to promote long-term community well-being.
CHOC’s approach is helping one family at a time, encouraging greater personal aspiration and achievement.
How We Work
Each CHOC Community Impact Coordinator has established office hours, provides necessary referrals/follow-up to ensure each household maintains good community standing and they meet with residents, families and property management staff to design a plan for success. Coordinators also provide resident conflict resolution and advise residents of problems and behaviors that may put housing and/or residency at risk. The Community Impact Program celebrates the success of residents and families when they achieve their goals; our goal is to help families along a healthy continuum, from crisis and chaos to safety, stability and self-sufficiency, by working with family, youth and senior services and other supportive service agencies.

CHOC Community Impact Team
Terri Smyth Canillo, MSW, Vice President Community Impact
Terri Smyth oversees the Community Impact Division at CHOC, providing leadership and oversight of all strategies and services to achieve the greatest impact and outcomes for youth, families, seniors and communities. Terri has over 25 years of experience in affordable housing, mental health, program development and community social work. She earned a Masters of Social Work from California State University, Sacramento, and a Bachelor of Arts in Social Work from CSUS. She is also an alumnus of the Sierra Health Foundation Health Leadership Program and has served as a board member and committee chairperson for other local nonprofits.
Juan Pulido, REsident SErvices Director
Juan joined Community Housing Opportunities Corporation (CHOC) in February 2015, and currently offers oversight and management of CHOC Services Special Projects, CSUS Department of Social Work Field Students, and CHOC’s portfolio of Special Needs Housing. Juan has experience and recognized knowledge in community outreach, policy and procedure development, and mental health services. Juan has been dedicated to serving and navigating the challenges in supportive mental health housing for nearly a decade. Juan holds a BA in Social Work and is currently pursuing a Masters Degree in Social Work from the University of Nevada, Reno.
