Founded in Davis, CA in 1984, CHOC has grown from a local vision into a leading force for affordable housing across California. As a Community Housing Development Organization (CHDO), we champion very low-, low-, and moderate-income households—providing thousands with safe, stable homes.

Today, CHOC continues to be a mission-driven multifamily developer, delivering impact through integrated expertise in energy, construction, resident services, and property management. We steward a statewide portfolio of 26 communities serving families, seniors, individuals, and people with special needs.

For over 40 years, we’ve partnered with leaders across California to develop and finance communities that uplift lives and strengthen neighborhoods. Rooted in Fairfield and Vacaville, CA—and growing with our Palm Springs office—CHOC continues to innovate and open new doors for Californians every day.
