The CHOC Story

Community Housing Opportunities Corporation (CHOC) is an economic and community development organization dedicated to building healthy, thriving communities and expanding opportunities for youth, families, and seniors.

CHOC believes that economically integrated affordable housing is a powerful pathway to long-term self-sufficiency—and that it becomes truly transformative when paired with enriching, supportive programs that instill pride, strengthen family stability, and boost local economies.

Together, these principles drive our work and fuel our commitment to creating communities where people not only live, but grow, connect, and succeed.

Property Management

Providing licensed, HUD- and HCD-approved property management with a focus on compliance, stewardship, and resident satisfaction.

 
 

Sterling Asset Management Company (SAMC) is a wholly-owned subsidiary property management company of CHOC. Established in 1992, Sterling Asset Management Company (SAMC) maintains quality property service for CHOC residents and the long-term maintenance of CHOC’s portfolio. Sterling Asset Management is dedicated to superior property value, appearance and resident experience, bolstered by an ambitious plan for growth. SAMC is licensed by the California Department of Real Estate and is approved as a management agent by HUD and the HCD.

 
 
 

Real Estate Development

Developing high-quality, affordable multi-family and work force housing across California.

CHOC brings quality development expertise to site selection, acquisition, design, construction accounting and supervision, debt and equity structuring, and overall project management. These services are highly complex and specialized, and crucial in navigating affordable housing funding programs and commercial credit markets.

Currently, CHOC has developed and operates 28 multifamily affordable housing communities in California, with a pipeline of new projects into 2024/5.

Community Impact

Delivering equity-first, community-centered programs that improve quality of life for residents.

 
 

Community Impact facilitates user-driven resident services, responding to urgent community needs and unprecedented socio-economic conditions.

Each CHOC Impact program is designed to meet that community’s unique needs, based upon community findings and an official Health and Community Assessment. This assessment examines a community’s employment, financial management / budgeting, social services, educational, community service, recreational and crisis needs.  On-site programs and activities are tailored to meet broad resident interest and the immediate needs of each property.

CHOC Energy

Advancing energy efficiency through weatherization and no-cost upgrades for low-income households.

Through outreach and education, CHOC Energy promotes energy efficiency and energy conservation programs in Northern California. We specialize in the deployment of California’s Energy Savings Assistance Program for Single Family and Multifamily Homes (ESA), Energy Savings Assistance Whole Home Program for Single-Family Homes, and Low-Income Weatherization Program (LIWP), respectively; all serve low-income single and multifamily residences across Alameda, Contra Costa, Napa, Sacramento, San Joaquin, San Mateo, Santa Cruz, Solano and Yolo counties, with LIWP specifically serving Farmworker households.
