Monarch Apartment Homes | Palm Springs, CA

 
 

The Monarch Apartment Homes is a 60 unit affordable housing development located at the Southeast corner of N. Indian Canyon and San Rafael Drive in the Upper Westside One Palm Springs Neighborhood. In partnership with the City under a Disposition Development Agreement (DDA), CHOC successfully developed Monarch as a multifamily affordable community, consisting of one, two, and three bedroom rental units.

Monarch is built in a contemporary, Mid-Century Modern architectural style, incorporating sustainable building materials and components to complement the adjacent, historic Wexler Steel Homes and greater, surrounding neighborhoods. The carousel above depicts the architectural style and finishes for Monarch’s residential buildings and community building, accentuating the Monarch Butterfly motif and natural desert landscaping of this landmark desert community.

On February 22, 2024, over 100 guests gathered in front of Monarch’s community center for an event signifying a new era for 60 working families, as well as multifamily affordable housing in Coachella Valley. After six years of planning and anticipation, Monarch’s historic endeavor became reality.

CHOC Board Member Anyse R. Smith, Esq. began our program: “The Monarch stands as a beacon of hope and a testament to what can be achieved when we come together with purpose and determination.”

Palm Springs Mayor Jeffrey Bernstein expressed his deep enthusiasm for Palm Springs’ newest neighborhood, and how its existence ultimately enriches his community. Mayor Bernstein’s speech highlighted the powerful, collaborative effort made by City of Palm Springs  and CHOC, directly addressing the ongoing, urgent need for multifamily affordable housing in Palm Springs.

Placita Dolores Huerta | Coachella, CA

 
 

Named in honor of civil rights activist, community organizer, and labor icon Dolores Huerta, the Placita Dolores Huerta community realizes a sustainable, safe, and high-quality resident experience, inspired by Ms. Huerta’s lifelong work fighting for the rights of farmworkers, women, and marginalized communities, particularly in the realm of voting rights.

In 2022, CHOC was honored to have Ms. Huerta attend CHOC’s groundbreaking for this beautiful community.

Placita Dolores Huerta is a 56-unit affordable housing community that offers 2 bedroom/1.5 bathroom and 3 bedroom/1.5 bathroom apartments. Unit amenities include a playground with a splashpad, a Community room, laundry facilities, and more.

Designed by Maria Song, AIA & LEED AP, Placita Dolores Huerta was constructed in a contemporary Spanish Colonial Moorish architectural style, with the use of smooth plaster, terra-cotta concrete tile roofing, ceramic mosaics, rounded arches with tiled accents, and decorative wrought iron throughout. Numerous elements found on PDH’s buildings create an architectural variation aligned with the character of surrounding neighborhood structures.

Placita Dolores Huerta was constructed on a portion of the land previously occupied by Coachella Valley Apartments (some structures were removed and residents were temporarily relocated during construction). Many families now residing at Placita Dolores Huerta are former Coachella Valley Apartments residents.

On May 2, 2024, CHOC joined HCD Director Gustavo Velasquez, Coachella Mayor Steven Hernandez, and City of Coachella and Riverside County officials to mark the successful completion of CHOC’s latest affordable housing complex. CHOC hopes to secure financing for a second phase of Coachella’s landmark PDH development, which would roughly double the total number of units, with the potential to provide even more qualified, local residents and working families the opportunity to continue thriving in Coachella.

Walnut Windmere Apartments

 
 
 

The Walnut Windmere Apartments in Davis, CA is a Scattered Site three property renovation owned by CHOC refinanced with 4% Tax Credits and PBV. The project renovations included updating building envelope, interior accessible units, new energy equipment conservation and property site improvements. The project is nearing completion with permanent loan closing scheduled for May 2021.

 

Development Schedule:

  1. Permits: Approved Feb. 2019

  2. Re-Financing: 4% Tax Credits and PBV

  3. Tax Credit Award: April 2019

  4. Total Renovation Costs: $18 Million

  5. Construction Start: Oct. 2019

  6. Occupancy: Dec. 2020
